Turnkey Closure of a Former Rubber and Chemical Manufacturing Facility

Location: Painesville, OH

Project Description:

ESI completed the investigation of a 130-acre petrochemical facility including six industrial wastewater sludge lagoons, four landfill areas, a buried drum area and a 30 acre former production area.

Under a fast-track approach, ESI investigated and removed buried drums from an isolated area of the site. The fast-track approach for this area fostered an early positive working relationship with the Ohio EPA.

Using investigation data and a risk-based closure approach, in-place closure was selected for the six impoundment areas as part of an Interim Action for the facility. The closure involved in-situ stabilization of approximately 110,000 yd3 of sludge materials and installation of a final capping system. All stabilization activities were monitored to meet numerous requirements including strength, TCLP and air emissions. To reduce long term operation and maintenance and to minimize the footprint of the closed impoundment areas, sludge materials from three lagoons were consolidated into the remaining lagoons prior to capping. The lagoons were clean closed to maximize the developable area at the site.

In-place closure was also completed at four on-site landfill areas which included the construction of a solid waste landfill capping system that was approved by the OEPA based on a risk evaluation.
