Project Description:

The Standard Chlorine Chemical Company Site (approximately 25 acres) is a former manufacturing site, portions of which were used for chemical manufacturing operations mainly between 1918 and the mid-1980s. ESI was contracted to conducted the necessary remedial investigation to develop a cost effective Remedial Action Work plan. Remediation plans were developed to enable commercial site redevelopment.

The ultimate goal for the site is the creation of a new regional business community comprised of linked complexes that would bring hundreds of meaningful jobs to the region.

The remedial investigation included the collection of soil, sediment and groundwater samples across the site, from the lagoon, and from the Hackensack River. The collected data was used to finalize the delineation of contaminants in the various media and for the development of a Remedial Action Work plan. The Remedial Action Work plan proposed the enclosure of the site by implementing a capping and placement of a vertical impermeable barrier to prevent the potential exposure to contaminants in the soil, migration of dissolved and separate phase contaminants in the groundwater, and the solidification of the lagoon materials.

Current plans call for a mixed-use development project comprised of warehousing, offices and retail/commercial with the intent of creating a "high-tech business complex" to accommodate a state-of-the-art, multi-company, distribution and order picking operation along with associated corporate offices. The "business complex" would include a variety of ancillary businesses providing technical, operational, marketing and personnel support services.

Current projections anticipate 350 -700 new jobs resulting from this project, not including the additional jobs and work associated with remediation and construction.
