Investigation and Remediation of a Former Aboveground Storage Tank

Project Description:A former aboveground storage tank (AST) located in a crawl space beneath the front porch was found to be leaking fuel oil. The AST and approximately 5 yards of impacted soil had been removed from the crawl space and disposed of offsite.
ESI was retained by the residential property owner to replace the existing environmental consultant in order to proceed with an environmental remedial investigation, which led to soil remediation and the issuance of an Unrestricted No Further Action (NFA) determination by the New Jersey Department of Environmental Protection (NJDEP).

ESI then demonstrated that natural degradation of the soil contamination would occur, that groundwater was not encountered in close proximity to the groundwater surface, and verified the depth to the top of bedrock. A vapor survey of the basement of the house was also conducted to confirm that the residual concentrations of contaminants did not present a human health hazard and a boring ten feet into bedrock was completed to confirm that groundwater was not a potential receptor of the historic release. Based on the data collected from the various field events ESI negotiated with the NJDEP through various correspondence and meetings the closure requirements for the site.
ESI proposed no further investigation of soils, the filing of a deed notice for the PHC remaining in place, and a variance to forego a groundwater investigation due to the nature of the property and the characterization of the soil contamination.
However, in light of a future sale of the property, the owner requested that ESI investigate alternate remedial strategies for the remaining contamination. A Remedial Action Workplan (RAW) was submitted to the NJDEP proposing to remediate the soil by enhancing the naturally occurring bioremediation process. This enhancing technique included the injection of an organic formulated enzyme mixture into the soils. The RAW was implemented and post-remedial analytical results demonstrated the success of the remediation; therefore, a Deed Notice was not necessary.
