Investigation, Remediation, and Purchase of a Petroleum Blending Plant

Project Description:This facility had conducted petroleum-blending operations for many years. A tank farm along an active commuter and freight rail line required an alternative approach to installing remediation systems.
A wide variety of oils, grease, lubricants, and additives had been used at the site, and many were found in soil and groundwater. Using a risk-based strategy, ESI was able to negotiate reasonable closure limits. This limited active remediation to a few areas of the plant.
ESI worked with the client to understand the complexities of the investigation and remediation required before purchasing the facility. Old aboveground tanks in several locations were sources of soil and groundwater contamination. Isolation of the sources was accomplished to prevent releases.
Well installation and other site activities were implemented using specialized equipment that could negotiate tight access. Some work was performed on weekends and at night to take advantage of reduced rail traffic.
All source areas were controlled, some facilities decommissioned or demolished, and remediation completed within two years. Regulators have approved final closure of the site, allowing the site to be redeveloped.
