Fixed-Fee Performance Guarantee Remediation of Phase-Separated No. 2 Fuel Oil

Location: Boston, MA, USA

ESI committed to investigate, design, build, and operate a remediation program to meet regulatory requirements for closure under a fixed-fee contract.

The site was an active storage and distribution warehouse for imported wine located adjacent to the Charles River in Boston, MA. Up to one-half foot of No. 2 fuel oil was observed in site wells.

ESI designed and installed a dual-phase, vacuum extraction system consisting of seven extraction wells. Wetland mapping and permitting was required because a portion of the system was constructed within the buffer zone of the Charles River. Soil vapor, SPH and groundwater were removed from the extraction wells via a high-vacuum blower. Fluids were processed through an oil/water separator and recovered separate phase hydrocarbons were pumped to an AST.

Groundwater and soil vapor was treated via granular activated carbon. Treated groundwater was discharged to the Charles River under a NPDES permit exclusion. The regulatory strategy for this site was to achieve closure following active remediation of separate phase hydrocarbons to levels below MCP Upper Concentration Limits. The remedial objectives for the site were met within one year of initiating active remediation.
