Risk Assessment Eliminates Remediation at Grease Manufacturing Plant

Project Description:ESI was awarded a lump-sum contract of $1,400,000 to remediate petroleum hydrocarbons soil contamination at this specialty grease blending manufacturing and packaging facility. Project work included performing a proper site characterization and installing engineering controls.
ESI elected to perform site work under PADEP's ACT 2 Land Recycling Act Guidance. As ESI reviewed site characterization data, it appeared that conducting an environmental risk assessment that complied with both ACT 2 and risk assessment guidelines using site specific endpoints could greatly reduce the extent of remediation. Massachusetts' requirements were followed because they are widely recognized by regulators as being more conservative than the Pennsylvania standards.
The risk assessment results clearly showed that petroleum concentrations in the facility's soil would not impact groundwater and pose an unacceptable risk to the public. As a result, PADEP granted a limited release of liability for the areas of concern identified in the risk assessment, which eliminated any requirements for active remediation, and closed their open case on this site. With effective site characterization, proper design and implementation of engineering controls, and knowledge of the ACT 2 process,
ESI utilized the risk-based, site-specific remedial endpoints to reduce the client's expenditures associated with the installation of a permanent remediation system, long-term system operation, and post closure monitoring.
